U-Turn 2027 candidate Dr. Joshua Denila unveils plan to deliver 18 hours of electricity to Delta within two years
ASABA, DELTA STATE — Delta State accounts for 21.5% of Nigeria’s entire national crude oil output. In 2024 alone, the state received ₦485 billion in federal allocations — among the highest of all 36 states. Between May 2023 and December 2024, Delta drew over ₦1.28 trillion from the Federation Account. Since 1999, total FAAC receipts to Delta exceed ₦5 trillion.
Yet across Warri, Sapele, Ughelli, Agbor, Asaba and communities in all 25 local government areas, businesses shut down at dusk, hospitals operate without reliable power, students study by kerosene lamps, and factories that should be running three shifts cannot run one. Delta’s IGR in 2023 was a mere ₦100 billion — a fraction of what a state sitting on this much resource should generate, pointing to massive revenue leakage and chronic mismanagement.
The question is not whether Delta can afford reliable power. The question is why, after ₦5 trillion in allocations, the state still cannot provide 12 hours of electricity to its people.
The U-Turn 2027 Answer
Dr. Joshua A. Denila, U-Turn 2027 gubernatorial aspirant on the platform of the Youth Party, today unveiled a comprehensive energy plan that will deliver 18 hours of electricity daily to Delta State by the second year of his administration.
The plan includes:
- Captive power generation leveraging Delta’s natural gas resources to feed industrial clusters in all 25 LGA headquarters — bringing power to where Deltans actually live and work
- 500,000 solar kits distributed in Year 1 — bringing immediate light to rural and riverine communities the grid has never reached, from Burutu to Patani to Bomadi
- Industrial cluster power zones at Ughelli, Oghara, Sapele, Warri and Effurun — dedicated energy for manufacturing so that “Made in Delta” becomes a reality, not a slogan
- Full digital governance within 6 months — transparent procurement and project tracking so every naira allocated to power infrastructure is visible to every Deltan
- Free CNG bus rides across all 25 LGAs — affordable, clean transportation that reduces the energy cost burden on every Delta family. The current administration plans 50 CNG buses for Delta. Under U-Turn 2027, Dr. Denila will make those rides completely FREE for all Deltans
“A state that generates 21.5% of Nigeria’s oil should not be a state where children cannot read at night,” said Dr. Denila. “The problem is not resources. The problem is priorities. For over two decades, successive administrations have treated Delta’s wealth as a private treasury rather than a public trust. U-Turn 2027 is a ₦450 billion blueprint with line-by-line costings — not another set of empty promises. We will build the power infrastructure Delta deserves, and we will account for every naira.”
The U-Turn 2027 energy plan is part of Project Delta Rising, a ₦450 billion industrial blueprint that includes Osubi Airport expansion, cottage industries across all LGAs, captive power plants, and the creation of the “Made in Delta” brand — projected to create over 100,000 direct jobs in the first term.
